The Comptroller of Puerto Rico Yesmín Valdivieso issued a qualified opinion last week about the fiscal operations of the Company for the Integral Development of the Cantera Peninsula, due to multiple significant breaches in its fiscal management.
“The findings reveal serious deficiencies in the documentation and monitoring of disbursements, as well as in the administration of advance payments and professional contracts,” the Comptroller said in her report.
The absence of adequate control over payments, according to the report, “leads to errors and duplicate, improper or improper payments.” Specific mention is made of a case of an advance payment of $7,500 to an artist without provisions for such payments in the Rules of Administration.
In addition, the report indicates that the Company for the Integral Development of the Cantera Peninsula had not prepared the Biennial Plan of Action for the period from 2020 to 2022, nor did it provide for review by the Office of the Comptroller of Puerto Rico a biennial plan that included the projects from 2017 to 2018.
Finally, the Report recommends that the Secretary of the Treasury evaluate the finding on the non-withholding tax at source in disbursements to professional services contractors.
