Natural and Environmental Resources (DNER) Secretary Waldemar Quiles Pérez announced earlier this week the entry into force of Administrative Order 2025-02, which prohibits the use of high-volume sound systems in vehicles, boats and other motorized units within protected natural areas under the jurisdiction of the agency.
“The noise pollution caused by the practice of ‘voceteo’ [vehicle audio enhancement] not only disrupts the tranquility of our protected areas, but also negatively impacts the fauna and flora,” Quiles said in a written statement Tuesday. “With this order we guarantee that all citizens can enjoy these spaces in harmony with nature.”
The order comes in response to multiple citizen complaints about the alteration of the natural environment due to sound systems modified to generate excessive noise levels. As part of its implementation, DNER Ranger Corps agents will have the authority to intervene and sanction offenders with administrative fines of up to $25,000 for each violation, with the possibility of daily accumulation in case of recidivism.
“The right to enjoy our natural reserves entails a responsibility to the environment and to others,” Quiles added. “This measure seeks to restore that balance and guarantee the protection of our resources for future generations.”
The DNER will launch a notification and dissemination campaign, which will include the installation of information signs at the entrances to parks, marinas and nature reserves to inform citizens about the new regulations.
