Energy regulator dismisses complaint against proposed solar project

The Puerto Rico Energy Bureau (PREB) has dismissed a complaint filed by several environmental groups against the proposed Xzerta-Tec Solar I project, which would sell power to the Puerto Rico Electric Power Authority.
The complaint filed in October 2021 by the Mesa Multisectorial del Bosque Modelo Inc., the El Puente de Williamsburg Inc., the Comite de Dialogo Ambiental Inc., the Sierra Club and the United Front for the Defense of the Valle de Lajas argued that the proposed project would adversely impact some 400 acres of farmland and underground water basins.
The PREB dismissed the complaint on Tuesday without prejudice, arguing that the environmental groups failed to show a “clear and palpable danger” resulting from the proposed power purchase agreement and that the groups, as a result, lack standing.
