LUMA, PREPA ordered to appear at technical hearing

The Puerto Rico Energy Bureau (PREB) has ordered the appearance of LUMA Energy and the Puerto Rico Electric Power Authority (PREPA) at a technical hearing on the operational metrics disclosed on Wednesday by LUMA, the private operator of the PREPA electrical transmission and distribution system, the PREB said Thursday.
The PREB reported that the hearing, to be held virtually on Nov. 4 at 10 a.m., is part of the process of evaluating the operation of the electrical system during the first three months of LUMA’s contract.
“The Energy Bureau has multiple roles regarding the evaluation of the performance metrics of the electrical system. As part of the contract with LUMA, the Bureau establishes which metrics will be subject to the bonus mechanism in order to be able to incentivize desired and necessary improvements to the system,” PREB Chairman Edison Avilés Deliz said. “Meanwhile, the Bureau has the authority by law, independent of the contract with the private company, to ensure an electrical system that operates with a high level of reliability. To these ends, the Bureau can impose fines and compel improvements when the metrics show a deterioration of the system.”
