One of the Caguas police region’s most wanted is arrested

Agents assigned to the Puerto Rico Police Bureau (PRPB) Drug Division and federal marshals on Wednesday arrested Carlos Alexis “Rata” Arroyo Santel in Cayey’s Barrio Guavate.
The subject was on the PRPB’s list of the most wanted in the Caguas region.
“This arrest is part of the strategic and coordinated execution to get these high-profile fugitives off the streets” Acting Marshal Wilmer Ocasio Ibarra said in a written statement. “The search for violent criminals who threaten public safety and our communities remains a priority for U.S. Marshals in Puerto Rico.”
Arroyo Santel, who was arrested at a short-term rental property, is accused of participating with several people in the murder of 32-year-old Pedro Gabriel Rosa on Aug. 23, 2022 in Cayey. He is also linked to the murder of Benjamín Hernández Pereira, 33, which occurred on Oct. 3 of last year in Reparto Montellanos in Cayey.
