SIP appointed to investigate Arecibo mayor

The Special Independent Prosecutor (SIP) Panel issued a resolution to appoint Special Prosecutor Emilio E. Arill García to investigate Arecibo Mayor Carlos Ramírez Irizarry for possible illegal acts, the entity said Tuesday.
The probe results from a complaint accusing the Popular Democratic Party mayor of having contracts with the Education Department by using a corporation he owns without complying with legal requirements.
Before defeating incumbent New Progressive Party (NPP) mayor Carlos Molina Rodríguez in 2020, Ramírez Irizarry worked at his company dedicated to transporting students to public schools in Arecibo. He also is the owner of a funeral parlor.
NPP Rep. José Enrique Meléndez Ortiz filed a complaint against the Arecibo mayor with documentation he said proved the allegations. The legislator also referred the complaint to the Government Ethics Office.
The SIP Panel conducted a “careful, calm and extensive scrutiny” of the document containing the preliminary investigation and all the evidence compiled. From the analysis, the SIP had severe and profound questions, the entity said.
Given this, the panel concluded that there was evidence that Ramírez Irizarry could have engaged in criminal conduct.
The designated prosecutor is empowered by the SIP Panel’s resolution to investigate any other official who may have engaged in criminal conduct concerning the facts of the case. As established by law, the SIP will have a period of 90 days to carry out his investigation.
