The Financial Oversight and Management Board has approved the allocation of $15 million to 64 municipalities for the “Ama de Llaves” social well-being program, which provides care for senior citizens.


The certified fiscal year (FY) 2026 Commonwealth Budget designates $15 million to support municipalities in delivering social well-being services under the “Ama de Llaves” initiative, contingent on the oversight board’s review and approval of a proposed distribution plan.


In accordance with the Commonwealth Budget and subject to compliance with relevant requirements, the oversight board authorized the $15 million distribution.


“The Oversight Board recognizes the challenges that municipalities face in providing social well-being services to eligible populations, including nutrition, hygiene, personal care, home management, and health support,” the board stated. Based on the established criteria for the “Ama de Llaves” program during FY 2025, as well as the latest demographic, income, and fiscal capacity data available, an allocation has been determined for 64 municipalities.


The criteria used to determine qualified municipalities and their funding allocations take into account factors such as population size, income levels, and municipal fiscal capacity.


Among the municipalities receiving funding are San Sebastián, Juana Díaz, Río Grande, Manatí, Isabela and Culebra, with allocations ranging from $500,000 to $399,000 for Río Grande, alongside various other amounts.
