The Puerto Rico Institute of Forensic Sciences (ICF by its initials in Spanish) signed a collaborative agreement with units of the United States Army Reserve to offer specialized training in mortuary matters, focusing on the proper handling of corpses, preservation of the chain of custody, and dignified treatment of the deceased, it was revealed Wednesday.


“The Institute of Forensic Sciences has the expertise, infrastructure, and protocols necessary to offer specialized training that integrates scientific rigor with human sensitivity,” ICF Executive Director María Conte Miller said in a written statement.


The agreement, formalized through a memorandum of understanding with the 210th Regional Support Group and the 77th Combat Sustainment Support Battalion, recognizes the ICF as an advanced training center where military personnel can receive supervised hands-on experience in a real forensic environment, aligned with standards of forensic pathology, professional ethics, and occupational safety.


Conte Miller said the alliance reaffirms the institution’s mission to train professionals aware of the human, legal and ethical impact of their work.


“Our focus on the proper handling of corpses, the strict chain of custody, and dignified treatment reflects the Institute’s commitment to justice, human rights, and professional excellence,” she stated.


Brigade Commander José Ruiz Espada emphasized that the agreement will strengthen the preparedness of military personnel assigned to mortuary affairs duties and improve their response to emergency scenarios.


“This agreement gives our soldiers the opportunity to obtain specialized and realistic training, guided by top-tier forensic professionals,” he said.


The memorandum establishes a framework for the development of joint training programs, technical workshops, practical exercises, and simulations in areas such as forensic pathology, autopsy procedures, chain of custody protocols, expert documentation, occupational safety, and ethical and cultural considerations. It also strengthens interagency coordination for emergency response under the military support scheme for civilian authorities.
