New CEO of AutoExpreso operations in Puerto Rico is named

Professional Account Management (PAM) announced Thursday the appointment of Mark Williams as president and CEO of its Puerto Rico affiliate, the company responsible for managing and operating the AutoExpreso electronic toll system.
Williams, who has spent more than 15 years working in Puerto Rico, is known for leading major organizational transformation efforts in both government and private industry. His experience on the island includes serving on the boards of the Economic Development Bank and the Puerto Rico Film Fund, as well as directing the development team behind the Treasury Department’s SURI tax system. He has also held several CEO roles in consulting, finance and media companies based in San Juan.
Williams said he has been advising PAM’s AutoExpreso team for the past year and considers Puerto Rico his home.
“I know and care deeply about this island,” he said. “When I was asked to return to San Juan to help transform AutoExpreso into a national model with first‑class operations and customer service, the decision was very easy.”
He added that PAM is moving toward a fully local management structure for its Puerto Rico operations.
“Our team understands this island, its culture, and its needs,” he said. “My wife and I now live in San Juan.”
Before his work in Puerto Rico, Williams served as director of the New Mexico Motor Vehicle Department, where he led a rapid transformation that made the agency a national example of improved service and efficiency. The turnaround was later highlighted in the book “Government That Works.”
Williams also has experience in the technology sector, having served as CEO of Cautus Networks, a financial software firm owned by Latin American banks. He worked as a project director for Fast Enterprises, overseeing more than $600 million in information‑technology modernization projects for government agencies in several U.S. states and Puerto Rico.
Earlier in his career, he held corporate finance positions on Wall Street and at American Express’ global headquarters in New York. He holds a master of business administration degree in finance from Cornell University and bachelor’s and master’s degrees from Northwestern University. He has additional credentials in project management, change management and media operations.
Founded in 1936, PAM provides technology and management services for government and commercial clients in the United States, including toll systems, parking operations, motor vehicle services and citation processing. The company has operated in Puerto Rico since 2019.
