Gov. Pedro Pierluisi Urrutia said Thursday that a decision on calling an extraordinary session of the Legislative Assembly before the Christmas holidays, to address several matters that he considers urgent, is “imminent.”
“I am inclined to call an extraordinary session of the Legislative Assembly,” the governor said in response to questions from the press. “I have not yet made the decision, but it is imminent.”
He added that he will make the decision “at any time” and that the intention is not to coincide with the Christmas holidays.
Among the issues that Pierluisi hopes the Legislature will address, he mentioned the proposal to adapt the local tax system to the Global Minimum Tax that begins to apply in January 2025. He noted that some European companies that operate on the island have warned they will reconsider expansion plans if the matter is not addressed promptly.
Pierluisi also pointed out that the Financial Oversight and Management Board looks favorably on the granting of a refundable incentive to taxpayers with moderate incomes again, similar to the one granted in April of this year, which reached $250 million. He stressed the need to approve that mechanism with sufficient advance notice so that the Treasury Department can implement it on time.
The governor also said it is likely that the extraordinary session will include amendments to bills already signed that require corrections, as well as adjustments to incentives arranged for the development of urban centers after input from the oversight board.
