Central Office for Recovery, Reconstruction, and Resilience (COR3) Interim Executive Director María L. Marín Colón announced on Wednesday the publication of several tenders for reconstruction projects funded by the Federal Emergency Management Agency (FEMA).

The projects include the rehabilitation of the Puerta de Tierra Linear Walk (Paseo Puerta de Tierra) in San Juan and the reconstruction of two public schools.

“Each project that enters the contracting phase represents a firm step forward in advancing Puerto Rico’s reconstruction,” Marín Colón said. “We urge all qualified contractors to participate in these processes, as greater competition strengthens project execution, promotes transparency, and contributes to the efficient use of allocated funds. At COR3, we will continue to facilitate and expedite processes to keep reconstruction moving forward.”

Following completion of the design phase for the Puerta de Tierra Linear Walk project, the Highways and Transportation Authority (ACT by its initials in Spanish) launched a bidding process to select the company that will carry out reconstruction and mitigation work. The project is intended to address damage caused by Hurricane Maria, as well as the continuing impact of waves and coastal erosion.

The work includes demolishing and removing existing material and installing mitigation measures to strengthen coastal stability. These measures include building a steel pile wall, placing rocks and geotubes, and adding other elements designed to reduce the impact of future coastal events.

According to the ACT, a virtual pre-bid meeting for interested bidders will be held Wednesday, July 22, at 2 p.m.

Separately, the Department of Education published bidding processes for the reconstruction of Conchita Igartúa de Suárez School in Aguadilla and Juan B. Stubbe School in Cidra. For both projects, the deadline to submit questions or request clarifications is July 17, and proposals must be submitted by Aug. 17.

More information about these and other FEMA-funded contracting opportunities can be found in the COR3 Transparency Portal’s Procurement Process Inventory section.

The digital tool centralizes procurement processes tied to reconstruction projects, making it easier for contractors, suppliers, professionals and citizens to identify participation opportunities in a more agile, accessible, and organized way. It also supports greater transparency and competitiveness in the execution of Puerto Rico’s reconstruction.
