Former Luquillo mayor dies

Puerto Rico House Speaker Carlos “Johnny” Méndez announced the death of Juan Benabe Guzmán, the first New Progressive Party (NPP) mayor of Luquillo, elected in the historic 1968 general election.


Benabe Guzmán served as mayor from 1969 to 1972 and again from 1977 to 1984.


“We mourn the passing of a public servant whose legacy remains deeply felt in Luquillo decades after leaving office,” Méndez said. “He was an honorable leader, a devoted family man, and a proud son of Luquillo who worked tirelessly for the well-being of his community. Our prayers are with his family and friends.”


Born on May 15, 1925, in Luquillo, Benabe Guzmán became one of the founding members of the PNP under the leadership of Luis A. Ferré. His election as mayor in 1968 marked the beginning of an administration focused on expanding public services and improving residents’ quality of life.


Among his most significant accomplishments were the creation of Luquillo’s Diagnostic and Treatment Center (CDT)with 24-hour medical services, the construction of parks and sports facilities throughout the municipality, the expansion of recreational programs, and the founding of the Luquillo Municipal Band, which provided instruments free of charge.


He also promoted education by helping secure the construction of Isidro A. Sánchez High School and Camilo Valles Matienzo Elementary School, while supporting higher education opportunities through Puerto Rico Junior College and the University of Turabo.


His administration also expanded affordable housing with projects including El Cemí, Yukiyú, Playa Azul, Alamar, and the Sandy Hills residential development.


Benabe Guzmán is remembered as a pioneering public servant whose leadership left a lasting impact on the development of Luquillo.
