Governor signs Executive Order formalizing the Review of the Bayamón Territorial Planning Plan.

Governor Jenniffer González Colón signed Executive Order 2026-0016, which formalizes the Comprehensive Review of the Territorial Planning Plan (RIPOT) of Bayamón, consolidating it as a guide for the development of the municipality.
“With the signing of this Executive Order, we are formalizing a plan that transforms planning into a concrete tool for economic development and social well-being,” the governor said, highlighting the focus on growth and quality of life.
The plan, developed in conjunction with the Planning Board and the municipality, reflects progress such as increased income, reduced poverty, growth in the workforce, and a decrease in unemployment, positioning Bayamón as a favorable environment for investment.
Furthermore, it incorporates the concept of functional population—estimated at more than 322,000 people—to improve planning. “This plan incorporates modern metrics… that allow us to plan more accurately for the actual dynamism of the municipality,” stated the president of the Planning Board, Héctor Morales Martínez.
For his part, Mayor Ramón Luis Rivera stated: “This review allows us to continue implementing a clear vision of development… a city that responds to current and future needs.”
The RIPOT (Integrated Territorial Planning and Development Plan) is promoting Bayamón as a smart city, with projects such as transportation improvements, digitization of services, rehabilitation of structures, and agricultural initiatives. It also includes resilience measures such as the REA district to protect vulnerable areas.
“We continue to support municipalities… to strengthen economic development, resilience, and quality of life,” the governor concluded.
