Governor signs into law bills on AI, workforce development and Río Piedras

Gov. Jenniffer González Colón has signed three measures into law regarding electoral transparency, workforce development, and economic incentives for Río Piedras.


The governor signed into law Senate Bill (SB) 101 -- now Law 105-2026 -- which regulates the use of artificial intelligence (AI) in electoral advertising and communications. The measure requires that any political advertisement created or modified, in whole or in part, using AI include a clear disclosure informing the public of its origin.


The law amends the Political Campaign Oversight Act and the Electoral Code to incorporate definitions regarding AI and establish disclosure requirements for traditional and digital media. The legislation seeks to address the increased use of tools capable of generating realistic digital content and to mitigate risks associated with misinformation during electoral processes.


González Colón also signed SB 209 -- now Law 106-2026 -- which updates Puerto Rico’s workforce development structure and formalizes the name “Conexión Laboral” (Workforce Connection) for the program affiliated with the Department of Economic Development and Commerce. The measure aligns local legislation with the federal Workforce Innovation and Opportunity Act, strengthens private sector participation, and promotes greater coordination among agencies, municipalities and labor organizations to address job market needs.


Additionally, the governor signed Law 107-2026, extending the tax incentives under the Special Act for the Rehabilitation of Río Piedras until Dec. 31, 2030. The legislation maintains benefits related to property rehabilitation, new construction, business establishment and job creation. It also incorporates requirements for community outreach by beneficiary companies and training for public employees responsible for evaluating incentive applications, aiming to streamline and standardize the law’s implementation.
