Gov. Pedro Pierluisi Urrutia signed several important legislative measures late Monday, including Senate Joint Resolution 503, which aims to allocate $20 million to semi-public, public and private entities and institutions that promote the development of social welfare, health, education or cultural programs. These funds, from the budget for fiscal year 2024-2025, include $1.8 million reassigned to the Joint Special Commission on Legislative Funds for Community Impact.
Beneficiaries must comply with the requirements established in Law 20-2015 and authorize the matching of the allocated funds.
Additionally, Pierluisi signed House Bill 1053, which amends Puerto Rico’s Municipal Code and the General Law on Forced Expropriation, authorizing municipalities to carry out forced expropriations of real estate declared public nuisances through a summary procedure. This exempts municipalities from depositing fair compensation until the owners appear in court. The law also allows municipalities to carry out a enforcement procedure similar to that of the Municipal Revenue Collection Center (CRIM), promoting community restoration and strengthening security.
Pierluisi also signed into law House Bill 182, which amends Act No. 107 to eliminate the three-lot limitation on the segregation of Family-Type Properties when they are for construction and exclusive use as housing for the children of the owners.
He also signed House Bill 1441, which declares the Balboa Theater in Mayagüez a Historic Monument, including it in the Planning Board’s Inventory of Historic Sites and Zones of Puerto Rico and ordering its preservation by the Puerto Rico State Office of Historic Preservation.
In addition, with the signing of Senate Joint Resolution 147, the Committee for the Evaluation and Disposition of Real Estate is ordered to evaluate the transfer of the former José Julián Acosta Elementary School, located in the Los Méndez community, to the municipality of Isabela.
Finally, Pierluisi signed House Bill 1802, designating October 10 as the National Day for the Visibility, Awareness and Awareness of Homeless People in Puerto Rico.
