Man charged with sexual assault against 2 minors in Gurabo

Justice Secretary Lourdes Gómez Torres announced Wednesday that the Caguas Prosecutor’s Office filed criminal charges against Isabelo Santana Casul, 44, for engaging in a pattern of sexual assault and abuse against two minors in Gurabo.


Prosecutors filed 12 charges against the defendant, including incest, lewd acts, sexual assault through intimidation and violence, use of an air gun in the commission of the crime of sexual assault and a pattern of physical and emotional abuse, under the Penal Code and other pertinent local laws.


According to the police investigation, the accused committed the crimes from 2023 to 2025. Both minors are protected under the custody of the island Family Department.


“No child should live in fear within their own home or be a victim of those responsible for protecting, caring for, and ensuring their well-being,” the justice secretary said. “All children deserve to grow up in a safe environment, surrounded by love and free from violence. The actions of the accused have no place in our society, and he will be prosecuted to the fullest extent of the law. We extend our solidarity to the affected family and will continue to provide them with the necessary support and guidance throughout the legal process.”


The charges came a day after Gómez Torres announced that in a separate case, Angeline Lamboy Pérez and Emmanuel Lugo Ramos were sentenced to 75 years in prison for the sexual assault of three minors in Guayama.


Judge Carol Ortiz Rivera of the Guayama Court of First Instance imposed the sentence after prosecutors presented expert, testimonial and documentary evidence demonstrating that Lamboy Pérez and Lugo Ramos maintained a continuous pattern of sexual abuse, as well as physical and emotional mistreatment, against three minors, ages 11, 9 and 7, beginning in 2018.


On May 12, a jury issued a unanimous guilty verdict for the crimes of sexual assault and lewd acts, under the Penal Code and other pertinent laws.
