New law aims to make some electrical service complaints easier to track

Gov. Jenniffer González Colón signed four measures into law on Thursday, including one that establishes new requirements for handling complaints related to electric service.
Law 207-2026 mandates that the transmission and distribution system operator maintain a mechanism allowing customers to track their claim number, submission date, estimated response time and closure date.
Furthermore, it requires the company to confirm with the customer whether the issue has been resolved before closing the complaint. If the situation persists, the process must continue without requiring a new claim. The measure excludes scheduled maintenance, mass outages and load-shedding events. Grid operator LUMA Energy will have 180 days from the law’s effective date to adjust its systems and procedures.
Separately, Law 205-2026 expressly authorizes municipalities to establish volunteer programs, subject to approval by their municipal legislatures and the availability of fiscal resources.
Towns may regulate volunteer recruitment, responsibilities and protections. They may also credit service hours as experience for certain public employment processes. The legislation prohibits replacing paid workers through volunteer programs.
Meanwhile, Law 206-2026 simplifies the procedure for qualifying individuals who were previously disqualified from holding government positions. The measure repeals Law 70 of 1963 and consolidates applicable provisions into Law 8-2017, which regulates government human resources administration. The governor also signed Joint Resolution 65-2026, directing the Integrated Transit Authority (ATI by its initials in Spanish) to design and install a mosaic at the Urban Train’s Río Piedras station in San Juan in honor of the late basketball player Johnny Báez Mariño, known as “El Indio de la Vía.”
The ATI will have 180 days to comply with the resolution, which authorizes the solicitation of donations and collaborative agreements to fund the tribute.
