Resolution filed in House to investigate allegations related to Canoeing Federation training practices

Following complaints from a group of parents and athletes linked to the Canoeing Federation regarding allegations that a team coach has subjected, and continues to subject, several members -- including minors -- to a pattern of mistreatment during training, Rep. José Aponte Hernández and House Recreation and Sports Committee Chairman Luis “Josean” Jiménez Torres on Tuesday announced the filing of House Resolution 738.
The measure, which was expected to be approved later on Tuesday, the last day of the legislative session, orders the aforementioned committee to investigate the allegations, which focus on serious complaints that allegedly include actions of a physical, emotional, psychological and verbal nature that are presented as part of the methods used to prepare athletes.
The alleged incidents include public humiliation, derogatory remarks about the athletes’ physical appearance, hostile and aggressive behavior, disrespect, and deprivation of food and rest. According to the complaints, the alleged practices have created an environment that has led several of the affected athletes to resign from the team, prioritizing their emotional well-being.
“Despite attempts to address the situation through relevant organizations, including the Puerto Rico Canoeing Federation and the Puerto Rico Olympic Committee, the complainants allege they have received no response or concrete action to address their concerns,” Jiménez stated in the resolution’s statement of purpose. “This lack of institutional intervention leaves athletes without effective protection mechanisms and without guarantees that their physical and emotional well-being will be safeguarded.”
The lawmaker added that “[a]thletic performance should be the result of healthy, humane, and respectful practices, not coercive dynamics that jeopardize the physical and emotional well-being of participants.”
