The Roosevelt Roads Local Redevelopment Authority (LRA) announced a tender for rehabilitating the drinking water system on the land of the former Roosevelt Roads Naval Base.
The tender is led by the General Services Administration (ASG), which has a grant from the U.S. Department of Agriculture, Rural Development (USDA), according to Joel A. Pizá Batiz, executive director of the LRA.
“The rehabilitation of critical infrastructure, drinking water system, sanitary water system, electrical transmission and distribution system, diversification of electrical generation sources, among others, is essential for the LRA, to promote economic development and generation of jobs to the region, being a vital service for the community in Roosevelt Roads. Various residential, tourist, and commercial development projects are underway in the area. Therefore, projects to modernize infrastructure are essential to promote sustainable economic development on the land of the former naval base,” said Pizá Batiz.
The project consists of the modernization of a raw water treatment plant from the Blanco River in Naguabo, which can process 2 million gallons per day. Planned improvements include replacement of valves and other mechanical systems at the filtration plant, as well as structural repairs to the raw water reservoir, which has a capacity of 43.6 million gallons. Additionally, the project includes architectural, electrical and structural improvements to the administration building. To guarantee greater resilience and continuity of service, an emergency electrical generator will be installed. The modernization of this plant will benefit more than 20,000 residents daily, ensuring compliance with state and federal regulations, and significantly improving the quality of life of the community.
ASG Administrator Karla Mercado Rivera indicated that, “the ASG continues to lead competitive processes that allow the development of permanent works and improvements such as the rehabilitation of the drinking water system in Roosevelt Roads. The specialized work carried out by our agency ensures that these projects are executed in an agile, transparent, and compliant manner.”
Interested proponents must participate in a mandatory pre-auction meeting for the project on Thursday, August 1, 2024, at 10:30 am, through www.asg.pr.gov in the part of “Acquisitions” in the “Auctions” section | Tenders.” Failure to participate in said meeting will result in disqualification from submitting a proposal. In addition, an on site visit will be held on Friday, August 2, 2024, at 10:30am in building 2042 on Roosevelt Roads in Ceiba, which will also be mandatory for all interested bidders.
