Recreation and Sports (DRD by its initials in Spanish) Secretary Héctor Vázquez Muñiz declared on Sunday that inspections of gyms will be reinstated with immediate effect to enforce compliance with strict regulations.

Vázquez Muñiz noted that numerous gyms across the island have been found in violation of critical legal requirements. Key issues identified include the lack of DRD endorsement and the employment of personal trainers who do not possess valid licenses from the Puerto Rican Institute for the Development of Sports and Recreation.

“The DRD has, for too long and for various reasons, failed to uphold its fundamental role as the regulatory authority for recreation and sports in Puerto Rico,” Vázquez Muñiz stated during a press conference. “We are resolutely committed to reaffirming this core function and ensuring that all organizations, activities, and individuals provide a safe environment for the public.”

He announced that inspections are already underway, conducted by the DRD’s Sports Safety Commission, which is tasked with overseeing gym compliance in Puerto Rico. The inspections will persist in the upcoming weeks without pause, the official added.

“Our objective is clear: gyms, along with any organization under DRD oversight, must adhere to all current requirements,” Vázquez Muñiz said. “This is non-negotiable and vital for preventing accidents and injuries -- an absolute priority for anyone providing recreation and sports services.”

Sports Safety Commission Executive Director José Miguel Pérez reiterated that “every gym is required to meet specific standards, including displaying visible DRD endorsement for all patrons.”

“Furthermore, all trainers must hold a valid fitness license issued by the DRD Institute, and facilities must be maintained in a clean, safe, and fully operational state at all times,” he added.

Additional mandates include having staff trained to address medical emergencies and ensuring compliance with Americans with Disabilities Act accessibility standards for individuals with disabilities. Gyms are also obligated to clearly communicate their internal rules and regulations to users, as well as emergency protocols.

Non-compliance with the regulations can lead to hefty fines of up to $10,000 for gym owners. Personal trainers operating without valid licenses will face penalties starting at $1,000 for the first infraction, escalating to $5,000 for subsequent violations.
